More likely, WB Games' license to LOTR games expired. Same with Activision's Deadpool game, ages ago, though they later got the license back to re-release it for the next-gen consoles (where it'll likely expire again, eventually).

Without any warning or explanation, the two titles were removed from stores around 1 January and are now unable to be downloaded via traditional digital means. The likely explanation is the expiration of a licensing deal, considering the time of the removal at the start of a new year.
